Discussing the current proposals for reforming the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina in accordance with the European Court of Human Rights’ decision in the case of Sejdić and Finci v. BiH, Bieber offers a new perspective, according to which the House of Peoples would need to be transformed into an institution for the protection of interests of constituent peoples, constituent territorial units, and national minorities.
