In the new analysis, author Pirija thematizes and analyzes key issues related to the development and adoption of the strategy, which also refers to the application of best practices in public policy development. The study provides an answer to the question whether, under what conditions and how the overall strategic document on the prohibition of discrimination can contribute to improving the situation in the field. The analysis covers the reasons for the adoption of the strategy in the context of BiH, and offers an overview of the experiences of the countries of the region in the process of drafting, adopting and implementing similar policy documents.

Finally, the steps that BiH has taken so far on the implementation of the strategy are discussed and possible role and place of the future document in the "ecosystem" of sectoral strategic documents which already contain or should be further strengthened with anti-discrimination provisions is considered. The ultimate purpose of the analysis is to provide a systematic overview of the key issues in developing a strategy, and to offer recommendations for the development of a document of highest quality.
